February 2005 Mr. John Tsang Chun Wah, the Secretary for Commerce, Industry and Technology says the Government will launch a campaign entitled "STEPS" to fight Hong Kong's spam epidemic during a luncheon organised by six information and communication technology organisations. The Government believes it would be necessary to enact legislation to regulate spam and intends to intorduce the full draft legislation into the Legislative Council some time next year.

Providers Association (HKISPA) and Intercham, the association of 27
international chambers of commerce in Hong Kong, organises a hands-on
